Strengthening Safe and Inclusive Civic Engagement: Highlights from the GO–CSO Advocacy Meeting in Bahir Dar

On November 2025, the Consortium for Networking and Development (COND) successfully convened a GO–CSO Advocacy Meeting in Bahir Dar as part of the WHH/EU-supported project “Strengthen Contribution of the Civil Society Sector toward Peacebuilding in Amhara Regional State.” The event was held at Fidel Hotel and brought together key government institutions, civil society organizations (CSOs), and peace actors to reflect on the role of civic engagement in a conflict-affected context.


The advocacy meeting was designed to provide a safe and inclusive platform for open dialogue between government stakeholders, CSOs, and community representatives. At a time when insecurity and fear have limited public participation, the meeting aimed to strengthen trust, encourage evidence-based discussion, and identify safer ways for civil society to engage in peacebuilding and advocacy.

On this workshop regional and zonal government offices, civil society organizations, women and youth groups, faith-based institutions, and community leaders were attended.


Evidence-Based Discussion and Legal Awareness

The meeting featured a presentation of findings from a rapid assessment and policy brief conducted by Admik Gizachew Consulting, highlighting key areas where stronger collaboration between government and CSOs is essential for inclusive peacebuilding.


An interactive legal awareness session was delivered by Zelalem Eshetu, Legal Advisor at the Ethiopian Civil Society Organizations Council (ECSOC). The session focused on:


  • Legal rights and responsibilities of CSOs in advocacy and peace-building
  •  Risks faced by civic actors in conflict-affected environments
  • Available legal protections and risk-mitigation strategies
  • The role of transitional justice and the National Dialogue process

Voices from the Ground: Concerns and Reflections

Participants openly shared their concerns about engaging in peace and advocacy work during ongoing conflict. Common fears included threats to personal and family safety, harassment, defamation, and the absence of clear protection mechanisms. These challenges have discouraged many CSOs and community actors from speaking out.
